Would making deer get licences reduce seer deaths during hunting season? Or would you have to change the way deer and rifles relate to address that one?

Motorists kill cyclists, cyclists don't kill anyone. I took a peak at the historical collision data for Toronto, and since they started recording it in the 80s the number of fatalities caused by cyclists was 0.

"Obeying the rules" isn't good enough in a road system not designed for safety.
