I'm absolutely sure people will go down a pedestrianised Oxford st on bikes from the get go. Just the deliveroo people for starters whizzing by. I'd expect there to be those council warden people out in force. What I can't see is a natural alternative. I used to go N of the BBC but it's circuitous.
If going east -west or west - east in London. I more often than not use the embankment cycleway. Then use Hyde park. All segregated and pleasant views. I realise it's worse journey times. You can't expect TfL to publish the plan when it's only just consulted on enacting this change.
There are better ways to get through the middle of town by bike. Cycling down Oxford street now is not a pleasant experience.

The gaping hole in London's cycling provision that is Kensington. Rest of the city is pretty good now. And the build it, they will come principle is really bearing fruit. It's not all MAMILs now.
My work commute for the last two years started in Acton, went through chiswick and did that very route. Glorious apart from high street Ken. :(
