Yeah they are incredibly rare.
A few months ago when they had the Golden Bottle Cap as a deluxe reward, I used that on my near perfect shiny Sylveon to make that my first shundo.

The only thing more rare than that is a Nundo. A Pokémon with all 0 stats. Which is funny I have 2 xD

A "Shundo" in PoGO is a term for a Pokémon that is both shiny & a hundo (100% perfect IVs)
Shiny Hundred = Shundo.
