I'm talking about EUV. A lot of the fundamental research was done in the US and the IP is owned by the US government. ASML was granted a license and they developed their EUV machines with it (and decades of more research). That's why the US can put pressure on ASML regarding exports to China.

Sooner or later there will be pressure on ASML and the Dutch government due to the license around EUV.
