My understanding is that freezing rain is rain that freezes when it hits the ground. Sleet has at least started to freeze before it hits the ground. Boundary may not be sharp, and moving from one to the other over short time periods can be a thing.

Well, the budget is being set before we know what really happened in 2025. Some estimation is required. Could probably use 6 month actuals to improve things. But really good numbers are months away.

What does it take to kill off all the subway go slows? To fix all the streetcar switches? Saying that the TTC is in a state of good repair is the fantasy.

You want to review the budget to make sure they are not playing Metrolinx games? I'm up for that. But if that is what you mean, say so.

Let me attempt to clarify: She is addressing tech policy analysts. Her claim is that some (most?) of them ignore the military base behind a lot of tech. Her conclusion is that this damages the quality of the analysis. She suggests fixing this.

You are confused because you are being simplistic and Bianca is not. Her point is that you have to understand the effects before you can reach a judgment on them. If you don't even look at the issue it's pretty much guaranteed you won't understand them.
