The President can ignore that rule - but only once (per district) and only for 120 days.

The lady crabs of #ChristmasIsland have completed spawning their eggs & are now making their way back to the rainforest. The residents of Flying Fish Cove are in the front line for a short period each year. We will be overrun by baby crabs for Christmas.
