Sure, but it's not strictly the names that make it feel like the simulation's glitching. It's the fact they both happen to be doing a similar thing at the same time.
Basically, how often do you intend to update this page? If you intend to add in or sub out new work as you go along, a CMS like Wordpress might be worth it. If it's a one-and-done, HTML is pretty simple (though CSS can get complicated.)
