Easier said than done. The job market isnt exactly great out there right now. Quitting and resigning your family to homelessness is a significant sacrifice to make.
My understanding of the general transfer authority is that the funds had to be moved from an account with similar purposes (i.e. O&M from RDT&E to O&M for Personnel and Readiness). Otherwise, all sorts of shenanigans could be pulled (pulling O&M from one group to pay for Training elsewhere).
That assumes they are transferring directly from salary accounts under RDT&E. The story doesn't give enough detail to make that conclusion, but it is a possibility.
If this had been done through the standard "reprogramming" process, there likely would not be an issue here. However, this is about as clear an Anti-Deficiency Act violation as there ever has been.
This argument would only make sense if we regularly mutilated baby girls as well. The fact that we don't leads me to believe that this theory is a whole bunch of bullshit.
They look at their follower counts but dont realize the bulk of them are bots or abandoned accounts. I imagine the actual engagement numbers are getting worse, not better.
