The problem with old building is the cost of maintenance and up keep.
Im not familiar with this site but if the council intend on selling it, the land is probably more valuable without the building (as a blank slate).
Councils dont have the money to do heritage justice unfortunately.

There used to be one near me in Northumberland but it got taken out and just replaced with super wide lanes. With a bit of ditch work it could easily have been a 4ln road.
