Keir Starmer is a barrister he knows this. He's just making noise in a vain attempt to attract Reform voters - it won't work
No it won't. Slight changes won't stop people appealing & will only affect the results of a handful of those that do. ~5000 are expelled /yr. 2.5% is about 125 people. How many of these use the ECHR in their appeal & how many of those will have the result changed by this slight change, 5, 10?

I had a tumble as a teenager - somersaulted over the handlebars, clipped my head on the tarmac, landed on my feet. I still carry the scar. If I'd worn a helmet, would the additional cms have converted a glancing blow into full contact with resulting neck injury etc? It's impossible to know of course
I worked on Cluster off and on for more than 15 years. Helping to build the sensors for the PEACE instrument, for the original mission, then Phoenix & Cluster II, before moving to Darmstadt to join the Flight Control Team. Sad to see it end, very proud of my contribution to a ground-breaking mission

Someone I used to work with had helped to survey La Palma when it was under consideration as a site for the JCMT. He said that it was the most spectacular place he'd ever been to. It's still on my bucket list

I usually wear a helmet & track mitts for the same reason - I'd rather they make contact with the tarmac than my skin, but I doubt either would save my life. On balance you're probably a bit safer wearing one, but it'll make bugger all difference if you're hit by a truck
