Labeling Payne-Gaposchkin's precocious 1925 dissertation on solar H-alpha spectrography as quantum physics seems problematic, given that quantum mechanics didn't debut until Max Born & Pascual Jordan's

With millions mortgaging their careers to get $100,000 for often sketchy entry-level college degrees, why shouldn't the Treasury try offset their trillion dollar debt by selling green cards at par with B.A.'s ?
