That's how normal credit cards here work as well, the purchase goes onto a balance and then you pay that off over however many months. I guess the difference here is that each purchase has a separate balance and ends on a specific date. Also there's an App™.
I think "presence at [...] bus stops", "speaking Spanish or speaking English with an accent" and "apparent race or ethnicity" are so broad that it's reasonable to say "reasonable suspicion" is no longer a meaningful standard
