And maybe using mirrors made out of cheaper materials to concentrate the sunlight could help, especially if the solar cells are designed for the insolation at 1 AU.

I don't have really good idea of the scale, so I'm not sure if the Empire is more than ya-Sattra and immediate environs or it still covers a significant area of Northern Cal.
