Spokane Police Chief Kevin Hall reporting on tactics actually used tonight: “we paid very close attention to what the crowd was doing.” After some people escalated behavior over 30 arrests for pedestrian interference, damage observed. Says no tear gas was used, only inert smoke, pepper balls
