According to Johnson, the change is part of an effort to help independent candidates with ballot access by allowing them to use the Independent Party as a vehicle. The party would be open to any candidate wanting to run under its label and voters would not need to register as members to participate.

If approved, all candidates for a given office would appear together on the same primary ballot, regardless of party affiliation, and any registered voter could participate. Each voter would be allowed one vote in that race, with the top two candidates advancing to the general election.
