We just received a response from Apple's legal dept letting us know that the app has been removed from all territories and no longer appears on the App Store.

Anyone who already has ICEBlock installed may continue to use it. Nothing has changed on that end. However, do not delete it from your device nor erase your iPhone as that would cause you to lose access as it is no longer available on the App Store.

ICEBlock is designed as an early warning system not as a map of reported ICE sightings across the country. As such, a 5 mile radius is already a huge area to list any reported sightings. As you move the sightings list updates.
If you want to see sightings elsewhere just unlock the map.
