Yeah. Rules aren't there just to annoy players. They exist as a guide for those who are new, less experienced in that encounter type.

Like, the lack of downtime activities that necessitated 2 entire books (XGE+TCE) to solve what players *can* do in a town really sells it.
Dungeon world, Blades in the Dark, city of Mist, Symbaroum, all thrive on the social encounter, and benefit from having mechanics and rules that describe ways they can help, while also still having them be open ended enough for inventive and creative players.
4e, for all of its faults, does have a plethora of non-combat utilities, mostly in skills and example tests for those skills.
Pathfinder has an overwhelming number of skills with unique powers and abilities exclusive to the social encounters.
5e specifically lacks social encounters as a mechanical feedback, which on one hand is fine, social stuff is purely roleplay, but on the other hand, without any support, it relies on improv exclusively, few spells or skills directly help, and even fewer have use outside of combat at all.
