I suspect that "yes" they were. But, here's the thing ....to do that, takes planning, just as demolishing the entire East Wing did. My point is, Trump knew well in advance he was going to do this but, lied about it from the get go. No permits, no permission granted by the authorities. SMH !!!!!!!!!!
