Who looked at the notification dot that every app uses to tell you there is a notification and said "That would be great for letting people know this app is launched" and then put it in windows 11?

When I look at the task bar i'm like "shit every app has a notification? What did I miss?"

The neighbors cat (who they leave outside all night) has learned my schedule to find me in the evenings and mornings to yowl at me to let her inside, but my landlord is in a fight with the cat for some unknown reason and told me not to talk to it or let it in

I give it a few pets and maybe a treat.
