Yeah it was happening way before Reagan. He may be a bastard but he's our bastard dates back to FDR. And the borders were being crossed WAY before Reagan. Hell I illegally crossed the border into Mexico in the 80s on a rowboat and then rode a donkey into the town. The park rangers recommended it.
