If you want more democratic, EU and US are poor jumping off points, imo. The election processes are highly filtered and the institutions absolutely don't serve the people. They serve oligarchy and imperialism which is incompatible with democracy.
I wish I had an answer to this quandary. Sociopaths and narcissists seem adept at climbing to the heights of hierarchical institutions and subverting them and as a species, we seem largely incapable of identifying those people.
