I know the chart, thats why I mentioned "especially for people working there.
The effects are exaggerated, they have 6000ppm on submarines for 6 months, they would be dead if that progression was true.
Going from 0.07% to 0.14% CO2 will not have any effects on you for your visit.

I can estimate, the air changes per hour (ACH) to go from 1500 to sub 500ppm requires 5-7x bigger ventilation rate (assuming 1200m^3 per hour and 6ACH). Unless they run on 10% capacity right now, they'd need brand new HVAC.

1400 is not that bad, thats 0.07% (700ppm) vs 0.14% (1400ppm) of CO2, or 0.8% of re-breathed air vs 2.7%

I mean, it could be better, especially for people working there. But achieving heating in Halifax while doing 6+ air changes per hours (for sub 500ppm) means refurbishing whole HVAC system.
