I should add; a lot harder to find/got to be extremely lucky: but if you ever see a bounty AND a chest on the same island, that can be a sign of a good lucky voyage which will have a cof as well. Just gotta yoink it from them.

Dive, dive, and if that doesn't work: reset the token/ship. While completing world events can get a fresh one for sure, it's not certain they'll be next. Also stealing them here and there breaks the mundaneness of doing it.
