D.C. MARRIAGES, SAVED! The D.C. Council just passed an emergency bill to let the city to issue marriage licenses. Because of the federal shutdown, D.C. Superior Court's Marriage Bureau has been unable to process marriage licenses since last week. (The court is federally funded.)

"I take that email as coercing subordinates to engage in political activity," one worker told me.

If past is prologue, Democrats will lose a shutdown fight and agree to reopen govt. But what does the politics look like next year if millions see their premiums soar and have a local pol to blame for allowing that to happen? Health care helped motivate wave elections in 2018, 2014, 2010.
