GIMP was developed by almost purely Linux programmers and mostly for Linux programmers. You already should understand why GIMP's UI is so bad.

We have similar shit in Russia with GosUslugy. The problem is, since it's illegal for an employee to interact with the app to check if it's not fake, every organization that requires clients ID just ask for a physical passport (they can legally deny digital ID).
