Two key aspects of this whole attempt at press control:
1. It is a complete undermining of a free press (and no I'm not encouraging mishandling classified material).
2. This is effectively prior restraint as policy.

Both have been ruled as rights & protected speech.

Two changes could reconcile many acquisition ills:
1. Let people say "yes". No is the easiest word because it sounds like a decision it is avoiding making a decision mostly from fear.
2. Treating innovation like it can be delivered with certainty completely taints exploration.
