State law: The timing of the special election is determined by state law& some states have specific timelines for when the governor must issue the writ.
Temporary appointment: In most states, the governor can also appoint someone to fill the seat temporarily until the special election can be held.

How a vacated Congress seat is filled:
Special election: A special election is held to fill a vacant seat in the House of Representatives.
Governor's role: The governor of the state where the vacancy occurred is responsible for calling the special election by issuing a writ or proclamation.

I think we're missing the point. Look at all the wires & cables dangling in the photos..what were they connected to? Where are the building plans? How is the communication systems still working in the rest of the WH? This demolition is for a bunker, or to disable communications into the WH.

Question. We are on Day 23 of shutdown so can Dem Governors declared the Congress Reps in their state as Missing in Action or Dereliction of Duty & said We call for a special election in our State for those Republican seats because we are not being represented in Congress?
