This isn't a commentary on any given thing because it's literally the same "No you." "No YOU." that's been going on for years, that it's impossible to even point fingers AT any given thing.

Like for sure people have been sharing pepakura files and 3D files for years, if people want to cosplay. And you charge a few bucks for the download or the bed-time if you're doing the work.
Ex. The 501st have it locked down that it's always work in exchange for community work and very low profit.
