The mining companies responsible should also have to pay to offset all of this methane. After all, they were supposed to cap them. Say thru ocean CO2 carbon removal tech. Or assisting cattle farmers to move away from beef farming. Without acquiring their farms!
Make mining cos pay for government to check and clean up these 150,000 or so holes. Mining cos knew methane is far worse for climate than CO2.
