This does not necessitate smartphones being in schools.
There is a telephone in every school (and classroom!) and parents have always been able to communicate with their kids. Parents being constantly connected to kids is part of the problem. It’s deeper than social media.

Jonathan Haidt wrote an entire book about why cell phones should be banned in schools. There is not a shred of research that supports having cell phones in schools helps kids in any way, and a mountain of it that proves the opposite. They are designed to be addictive.
