Quite a day for steel, with the steel and metals action plan awaited today #SMAP. But you might have missed this info from your news outlets this morning: civil society also has something to say on the steel sector's transition to ensure that the journey brings public benefits along the way:

⛓️The transition for European #GreenSteel is not cheap but we cannot say that the money is not there.

What is needed now is the political will to make it happen and an industrial willingness to accept that business as usual will not save the sector.

❌no soc. and env. conditionalities in public funding to ensure aid comes with returns for society
❌no reference to accountability and the role of firms in the the transition. No reference to plan transformation at both global and local level.
🟠speed: 1.5° scenario requires urgent phase out of fossil assets (gas & coal). Nothing on the timeline or on EU climate goals
🟠 technologies: renewable-based steelmaking versus pink/blue hydrogen/CCUS
🟠consistency of new instruments (voluntary carbon label) with the current framework on ecodesign
🟢 A section on circularity recognising its potential for lowering dependencies and saving energy: the only approach to finite resources.
🟢Measures for high-quality recycling: prioritising product design and recycled content requirements in products.
🟢reuse of steel, going beyond just recycling.
After the publication this morning of civil society's report on the transition of the steel sector, the Commission has released its Steel and Metals Action Plan (#SMAP). A short hot take:
❌The EU’s Steel and Metals Action Plan lacks concrete actions & bold targets to phase out the fossil-based steel sector.

✊The #EuropeanSteel sector needs a clear fossil phase-out roadmap, accelerated energy and material efficiency measures & to ensure a just transition for workers ⬇️
Very proud to share the report, which was made possible by unprecedented collective civil society effort. We are determined to establish civil society as a legitimate voice in the transition, despite not being invited by the Commission for the dialogue on the future of the steel sector on March 5th.
It is also bringing fairness into the picture:
🦺 anticipation of workers' reskilling needs for the technologies and techniques needed for the transformation,
💰 strict environmental and social conditions attached to public funding,
👀 transparency of State aid decisions and local transition plans.
Future-proofing the sector means:
🌍 climate neutrality through the phase out of fossil-based assets (gas and coal), replaced by RES-powered alternatives,
🌿 less resource and energy consumption with more circularity to reconcile strategic autonomy and decarbonisation in a world with finite resources.

A transparent and fair transition for steel cannot do without a large participation from organisations representing public interests: social rights and environmental and climate protection. Read @caneurope.org Director's take on the recent "dialogue" for the future of the steel sector.
Commission's "Strategic Steel Dialogue" seems more like a monologue, with no seat for civil society at the table.

Transition to the green steel needs fair debate, not backroom deals.

Just because it has ‘industry’ in its name doesn’t mean the new EU policy agenda should be dictated by industry executives.

Alleged presence of civil society, but none of the organisations working towards a socially just and climate-proof transition of the sector for public interest has been invited.
This worsens the corporate capture of industrial policy at EU level and jeopardises a fair and inclusive transition.

A lot to unpack: despite good narrative elements on circularity, climate and decarbonisation, the only concrete milestone remains deregulation.

On this last point, I think it will be particularly important civil society looks out for corporate capture of the narrative of the transition, reminding that a specific deal for industry originates from energy-intensive industries' initiative. We will keep our eyes peeled ahead of February 26th.
🤐 Ensuring participation of social partners and civil society as legitimate voices in the industrial transformation governance.
💸 Having targeted investments additional to the already existing funds, and targeted for maximal efficiency, especially in grids, renewables.
👷 Placing people at the center: leading by example on social and environmental conditions for companies receiving public funding, anticipating the change to maintain and create quality jobs.
📉 Reducing resource and energy use, including by phasing out fossil fuels, to lower costs and strengthen resilience of the economy.
