They're placing them for when they overthrow the mid-term results. No point waiting until the Presidential election when Trump can't even pretend to run. The mid-term elections is when they'll overthrow democracy. And they'll need loyal Republican troops in Democrat states.

You can't have a Palestinian state without negotiations with Israel.

Israel won't negotiate with Palestine because they don't recognise it as a state.

Also, they like to kill any negotiators and lock up their families.
