Home rule is in a sad state in Kentucky. Sometimes, it’s the General Assembly preempting local laws; sometimes, it’s the Supreme Court declaring local laws invalid even when it’s far from clear that was the legislature’s intent. Frankfort exerts more & more control and local government gets weaker.

During his 2022 campaign, Louisville Mayor Greenberg said he was all in to fulfill the 2040 community-wide net-zero goal.
