He’d make a great companion for someone looking for a low energy buddy to cuddle up in front of the tv with. He’s uninterested in playing with other dogs so he’d probably do best with calm dogs in the home

Yep

The Texas Safe Outdoor Dogs Act makes it illegal to:
🚫Use heavy chains or weights to restrain dogs
🚫Leave dogs outside without water, shelter, or shade
🚫Tether dogs without allowing free movement

But too many still live chained —because awareness, resources & enforcement all take time & money
