Not quite. The push for states to turn over voter info is a play to allow the administration to deploy multiple strategies (ICE, FBI, social engineering, claims of fraud) strategically at various locations depending on what they think will be most effective in supressing opposition voting.

I’ve been doing data storage for over 20 years. Tape is as about the cheapest way to keep your data. Moving data you need to keep for 10+ years but rarely access away from tape on to disk would be a colossal waste of time and money.
