This reminds me of the George W Bush Administration. Bush appointed lawyers such as Gonzales as White House Counsel and Attorney General. This approach was used to provide legal clearance and cover for dubious activities such as torture.

Presidential correspondence is normally subject to the Presidential Records Act (1978). Have you considered asking for the procedures controlling the storage of direct messages sent over private services when those messages concern government business?

It may be of passing interest that the raising of taxes (scutage and aid) has been restricted against the general consent of the realm since 1215. (Magna Carta sections 12 and 14.)

The control later passes to parliament (1265 onwards) where it has resided ever since.

The only words of comfort about spying cell towers is that suitably skilled protestors should be able to detect their presence and warn their fellow protesters and even gather evidence for legal purposes later.

Burner phones have their own issues. Security agencies have told their employees not to use a burner phone within fifty miles of their place of employment (home).

Do not assume your phone is off when it is turned off. A phone with a non removable battery is simply saying it is turned off. The switch itself is a software function.

Faraday bags, good ones, do work. However phones are so locatable I would urge anyone

Phones are desperately non private devices. A modern iPhone for example has radio band transceivers for cell phone, WiFi, Bluetooth, Satellite (backup emergency) and NFC. All of these can be finger printed with suitable equipment and are unique to the phone.

I’m sure that ICE personnel are unaware that Gestapo is an abbreviation for Geheime Staatspolizeix German for Secret State Police.

After the war the Gestapo was declared an illegal organisation, many of its members were tried and some were executed.
