The cop had written similar quotes about smoking with joints for 7 other people before searches that day.
While the judge charitably says the cop might have made a mistake, in my *opinion* this cop probably had a common practice of fabricating quotes to justify strip-searches.

Here's the full judgement from Tuesday's strip-search case.
A bit that stood out to me was the cop who claimed Meredith said “I had a smoke with a joint this morning”, an odd phrase that she denies ever saying. The judge accepted that she didn't say that.
