Plus I've designed the entire configuration around Terraform at this point, so it's a bit of a sunk cost.

The pipeline seems to be working as intended again. Next is to generate a SSH key for the main server host and distribute it to all the child containers so Ansible can manage configurations through SSH. After that, I think I'll finally be ready to try a full deployment to staging.

This was the main reason builds were non-deterministic. The pipeline was trying to run Terraform commands on Ansible images and vice versa, but not every time; so it looked like it was failing randomly with no rhyme or reason until I looked more deeply at some of the patterns.

Second, I use prefixes to distinguish between temporary containers spun up by the pipeline for deployments. It turns out, during the run phase of the jobs, the runner wasn't checking what prefix was needed for the specific job, so jobs were silently failing.

First, at some point in time, I guess I must have made a fix to my GitLab Runner driver, but didn't commit it to the repo. So it was overwritten when I started doing the work to integrate Ansible into the pipeline, and broke the driver's ability to pass artifacts between jobs.

Turns out you were correct. It was user error, rather than an issue with one of the components. After hammering at it for a few hours this morning, it seems like it is working. There were two main issues:
