The U.S. Customs and Border Protection (CBP) is conducting a "managerial review" after the above video shows a CBP agent in a pickup truck yelling at an Ontario driver in New York state to "never come to the U.S. again." The agent is not suspected to be U.S. Ambassador to Canada Pete Hoekstra.

Pete Hoekstra is now threatening to remove Canadian airport US preclearance because fewer Canadians are travelling to the US.
This would make it harder and more dangerous for travellers, as Canadians would be forced to deal directly with CBP and ICE agents once they land.

US border thugs are taking longer these days to "process" people. That goes some way to explaining the hour wait you observed, I think. Meanwhile, Trump (via Pete Hoekstra, US ambassador to Canada) threatens to cancel pre-clearance for Canadians -- a process which has been around since Eisenhower.
