They set up Cole Phelps as a relatively clean by the book cop with a shady past from WWII and then the story goes "by the way Cole cheated on his wife" and flips Cole from boy scout in corrupt system to little cheating poo poo boy

Not anymore though. Why go for a 700$ PS5 pro or PS6 when you can build a good PC that does way more than a PS5.

And Xboxes are just feature-stripped PCs nowadays.

You could argue Switch 2 but that's mostly for exclusive games. The Steam deck would crush it if Nintendo did PC releases

You can get a pre-built powerhouse for 1200, usually less with a good sale. And you can upgrade components later on. And good developers usually include settings to accommodate lower end PCs because a wider market means more money. Consoles are supposed to be the easy cheap alternative.
