Initially I though this was a political move to quietly get a potentially difficult/embarrassing case disappeared.
After reading more on it I began to think the multiple cockup option was in with a shout.
Now I have no idea. As you say, it's a mess. I hope we find out, but I'm not holding my breath.

I went to Loughborough Uni. There was a big sign at the station as you pulled in welcoming you to the home of Ladybird Books. The town had precious little else going for it.

It gets worse! During sixth form there were also trips to sewage works! My first masters degree was in chemical engineering and my school arranged a day with Thames Water.
