It is a contract of cooperation and non-interference.

In their refusal to acknowledge the protestors as Americans they further underscore their belief that non-adherents to their ideology are "others".

Those that can be freely discriminated, beaten, or even killed.

There can be no negotiations with those that deny their neighbors are citizens
