Oh, yeah, I agree that they very often have agency! My point is, even if they're successful in blocking most development, taking that agency away and forcing them to lose makes them happier people.

If they win the battle, they do! If they lose, I really do think they're unlikely to fight as hard next time and their lives are happier and better. Take away the avenues entirely and they are better and happier people

So even beyond the horribly pernicious effects of local control in terms of housing and transportation policy, the mechanisms themselves of local control are a utilitarian net negative. Even beyond the opportunity cost of not worrying about other, materially things, it's a source of fear and anger

A corollary here is that taking away their agency greatly improves their lives. Once their built environment changes to include an apartment building or a bike lane, for most of them, any concerns recede into the minor background annoyances that all of use have.

One of my observations dealing with NIMBYs are that they genuinely are in deep psychological pain and distress. I saw a young mother burst into sincere tears because of a nearby apartment building. But this distress is entirely a product of the fact they have real or perceived agency over the change

I don’t think it’s good that we have an entire class of media elites who believe that people getting mad at them means they’re doing a good job, but identifying that makes me wonder if it’s actually better to not get mad at them and deprive them of what they want.
