I can't recall anything of that one, but I do know it was the last one published while he was still alive. Late stage Heinlein is indeed a mess. He's lost completely in his fetishistic obsessions, and is trying to cross connect ideas and people with his other works but does not explain any of it.

Voice over narration is not a requirement for the noir genre. It's a trope that shows up in the movies, an attempt to mimic the first person perspective with inner monologue that is common in noir stories where the protagonist is keeping secrets, but not necessary.

Nope. All the tropes are still there. It's also in the original short story. Westerns and noir share a kind of hopelessness, a theme of barrenness (landscape or morality), with reliance on a main character driving the narrative with risky choices, and that creates a similar feel across genres.
