If they had the popular vote, they wouldn't have spent the last 20 years stacking SCOTUS, gutting the Voting Rights Act, and redistricting in off years. After Clinton won twice, they were told they needed to broaden their base to win. They chose to insulate themselves from the popular vote instead.
