ICE’s illegal detention of US citizens are not “arrests.” Arrests are subject to due process, which means the arresting officer has probable cause, the detainee has the right of habeus corpus and is Mirandized.

These are extra judicial kidnappings under color of law. They are not arrests.

Navy is trained in interdiction, the only justification for missile strikes would be for force protection. If you have hostiles inbound with a load of explosives for instance.

Even then, you have to try to warn them off first. The threat must be imminent.
