The FCC actually has a policy of that sort. Never used, that I know of. In any case, Fox is cable and the FCC does not have that kind of authority over cable.

The broadcast stations are owned by a different corporation. Both are subsidiaries of Fox Corp but the FoxNews cable operation and the broadcast affiliates are owned by two separate corporations.

And no, they did not "void" anything nor was it a loophole.
