Perth was heavily fortified because it was the last port that troop ships stopped at for refuelling and supplies before heading to either Africa or Europe. Brisbane Line had nothing to do with Perth's heavy fortifications. i would hazard a guess it was heavily fortified right from the start.

South. Largest base in the Australian Army is in Townsville. There was also RAAF base there as well. It is why Townsville is known as the Garrison City.
