I think it'll be a combination of that, with decreased manufacturing ability, less laws, but less ability to buy them for a few different reasons.

Manufacturing in the US is going down, materials are becoming more expensive, I wouldn't put it out of the possibility that one or more gun companies goes under - "we need to keep our gun companies going!" - by controlling them and who gets to buy them. "We don't want the wrong people to buy them"

I think around that time gun registrations will be incredibly restrictive, ammo about the same. The NRA is on their side btw, just as corrupt. They just need a reason... ideology fits that.
