Not only is the NWS a life-saving government resource, it's actually quite efficient.

To further exemplify the point:

The number of federal workers has hovered around 2.75 million for the last 50 years, while the US population has grown over 60%.

Roughly the same number of workers are able to support a dramatically larger populace.

That is definitively efficient.
